Outlook ruler stuck in centimeters

I can't change my Outlook ruler increments. I have used the Editor Options,
Advanced to change "show measurements in" to inches, but it doesn't help. I
tried using the VBA code Options.UseCharacterUnit =False, which will change a
ruler in Word (my Word ruler has been in inches from the start) but it's
having no affect on the Outlook ruler, wihich seems odd, given that Word is
the Outlook editor. Does anyone have a solution? Running on a PC with XP.
This would appear to be more of a technical problem than a matter of
settings, etc.
