Trouble with rules after upgrade

Hi,

I was just upgraded to Outlook 2011 for Mac (10.6.3). I was
previously using Entourage. Now none of my rules seem to be working.
I have this rule set up ...

but the messages are still appearing in my inbox instead of getting
moved to the folder ...
