You have to install the Outlook address book: Tools/Services Add Outlook
Address book. Then go to the contacts folder of your choice, select
properties and add it to the address book.

Make sure that you have checked your Contacts folder
properties and selected the tab Outlook Address Book and
select Show this Folder as an Address Book.
