When I try to use Outlook 2010 on WIN 7 machine I get a message: "The
file C:\Users|Owner|Documents|Outlook.pst cannot be found". It's nowhere
in the computer according to Windows search. Office re-install would not
help.

Some history. I installed Outlook long time (few month) ago, but never
used it at all. There is a good chance that I accidentally deleted the
pst file during computer maintenance.

How can I get my Outlook going?

Your help is much appreciated in advance.

Hi,
WIN 7 stores PST file at default location C:\Users\user\AppData\Local\Microsoft\Outlook
If your PST file lost from default location or from your system, It means you have no option to recover your Outlook Data. Because Outlook stores all email in PST file.
