Is there any way that we can setup a new client with Outlook 2000 and have
the Preview Pane turned off for all folders by default?

view menu > define view> choose view & modify button, then change the
preview in other settings.. disable preview pane and it should apply to all
folders that use that view. when you first view a folder (might need to
switch folders and return to see it)
