Missing MSOE.dll file! Please help

I use outlook 6.0 and win xp home edition. When I try to
use outlook on my normal user account, I get an errror
that says it cannot be loaded because of a missing dll
file (msoe.dll). It is there and i do have memory to load
it. I downloaded a msoe.dll file off the internet but it
still doesnt work. For some reason, I cant run outlook
under that user but I can run it under any other. If
anyone can help me retrieve saved messages or restore
outlook ill be very grateful!
