Cogeco webmail will not let me read my emails from home outlook

My email is set up with Cogeco.ca and when I go on vacation and try to read
my emails from webmail, I can only read new messages. I would like to be able
to read all from my inbox. Is that possible?

If you have already downloaded the messages via POP3, and did not
instruct Outlook to leave a copy on the server, then no - you cannot see
the messages that are no longer on the server.

Ask your ISP if they support IMAP; with an IMAP configuration you will
always keep all messages on the server.
