If these are all recipients internal to your organization, you shouldn't be seeing that many lost or returned. Discuss the problem with your mail administrator; there could be some bigger problem going on.

The 14000 are inside one company but all have their own personal email
addresses and ISP's.
The email addresses are from an older AS400 system and have to be downloaded
each time prior to use. The AS400 system was written by an organisation that
no longer exists.
Will I be able to get my addresses into MSN Group. How does it manage bounces.

I suspect your main problem is that the AS400 system's information is way out of date because it has no way of knowing which addresses are bouncing. All the more reason to get it into a list management environment that you can have some control over.
