Switching users and having to restart computer to connect to outlo

We have 4 user accounts on our computer and everytime we switch user we have
to restart our computer in order to connect to outlook express. We didn't
have that problem before and then somehow it started to happen. We are using
Roadrunner.
I have searched for a solution to this problem for months and can't find
anything about this the RR tech said it was an outlook problem? Please help
it gets very annoying having to restart our computer after each child gets on
the computer just to check email.

Note that this is an Microsoft Office Outlook forum.
Outlook Express is family of Internet Explorer and Outlook of the Office
family.
