Presence information not appearing in Outlook 2007

Have a user whose presence information is not functioning in Outlook 2007
SP2. All a person sees is a grayish/white circle. Other user's presence
information appears fine. In Outlook we've checked the setting under Tools -
Options - Other - Display online status next to a person name is selected.
Are there any other settings that can be checked?

We are using Windows Live Messenger 14.0.8089.726 and Outlook 2007 SP2 with
Exchange 2007 SP1.
