why does my read receipts function not work properly

I have two clients that want to use the read receipt function of outlook. In
their company, they have a person that always uses it. When they try to use
it, there are problems. For one of them, it just doesn't work. For the
other, it only works on email that is not internal. I have played around
with the settings, and can't figure out what the problem is.

Email server admin may have disabled that feature, as spammers
use it to verify email addresses too. Alot of admins disable it
this age of spam. I do.

Another employee has no problems sending them out when he sends emails.
