Outlook 365 kept asking for my password. I know the problem is not the
stored password but the service not establishing a mail session. When I
used the webmail client, it reported:

X-ClientId: A463D3BA3EB14E258407DFCA6EC479F0
request-id ddf4a5b7-6d65-4860-9a20-0209ccdd3aad
X-OWA-Error
Microsoft.Exchange.Clients.Owa2.Server.Core.OwaIdentityException
X-OWA-Version 15.20.653.4
X-FEServer CY1PR20CA0064
X-BEServer CY1PR13MB0236
Date:4/2/2018 6:25:43 AM
InnerException: Microsoft.Exchange.Security.Authorization.AuthzException

I then went to https://portal.office.com/servicestatus which said:

Title: Unable to connect to Outlook.com
User Impact: Users may be unable to connect to the Outlook.com service.
Current status: Our investigation confirmed that a configuration issue
is causing connectivity issues for users attempting to access
Outlook.com. We're continuing to implement a fix to restore service.

So, yep, Hotmail/Outlook.com is down, dead, nixed, kaput. Just a heads
up in case someone comes here asking about login problems at this time.
Use the servicestatus page to check when it's back up.
