why can't I use hotmail with outlook?

wHEN i TRY TO SEND OR RECEIVE EMAIL, i RECEIVE AN ERROR MESSAGE THAT STATES "
oUTLOOK NOW REQUIRES A SUBSCRIPTION TO ACCESS THE SERVER.
THE LAUGH IS THAT I ALREADY HAVE A HOTMAIL ACCOUNT! I CONFIGURED IT WITH THE
HTTP OPTION, THEN ADDED MY EMAIL ADDRESS AND PASSWORD, WIZARD HAD FINISHED
SETTING UP THE ACCOUNT, BUT I CAN'T SEND OR RECEIVE EMAIL! I CAN GET MAIL VIA
MY MSN WHEN I SIGN ON TO THAT PAGE, BUT NOT VIA OUTLOOK! IS MICROSOFT LOOKING
FOR ME TO HAVE A PAID ACCOUNT NOW AS OPPOSSED TO A FREE ACCOUNT???
CAN SOMMEONE PLEASE HELP ME OUT WITH THIS???

Don't you look at what you have typed before sending it? Take a look
above. You are unable to see your capitalization is reversed? Maybe
that's the problem when you enter your username and password, too.

So, do you actually have a paid account? Hotmail stopped allowed
freebie accounts to have WebDAV access (the scripting language that
Microsoft uses) since Nov 2004. How old is YOUR account?

So you can't send or receive mail from your Hotmail account. And just
WHAT is the error that you get? As I recall, it tells you why you can't
connect, like you need a non-freebie account.

Some history:
- 1996 July: Hotmail becomes available.
- 1997 December: Microsoft buys Hotmail.
- 2000 February: For MSN, POP3 access is discontinued and switches to
WebDAV access. MSN "legacy" accounts created before that date continue
to get POP3 access. MSN accounts created after that date only get
WebDAV access.
- 2002 July: For Hotmail, POP3 access is discontinued and switches to
WebDAV access.
- 2004 November: For Hotmail, Microsoft changes policy to disable WebDAV
access for *new* free Hotmail accounts created after that date. Old
accounts created before that policy change date continue to get WebDAV
access. New accounts created after that date must pay to get WebDAV
access.
