Have you EVER got Hotmail to work in Outlook? if the Hotmail account is less
than (I think) two years old, then unless it is a paid account, it will
NEVER work in Outlook!

the only thing that changed is that my internet explorer was upgraded to the
new i.e. 7. is this the issue?
it is not due to having to be a paid account, and if so that policy just
became effective.
But you did not answer Gordon's question as to whether or not Hotmail as
*ever* worked for you in Outlook. If it is a freebie Hotmail account
and was created after November 2001 then it will not work in Outlook
[Exress]. WebDAV access is a server-side attribute that gets enabled
for paid accounts to let those e-mail clients use WebDAV in your
account.
Some history:
- 1996 July: Hotmail becomes available.
- 1997 December: Microsoft buys Hotmail.
- 2000 February: For MSN, POP3 access is discontinued and switches to
WebDAV access. MSN "legacy" accounts created before that date continue
to get POP3 access. MSN accounts created after that date only get
WebDAV access.
- 2002 July: For Hotmail, POP3 access is discontinued and switches to
WebDAV access.
- 2004 November: For Hotmail, Microsoft changes policy to disable WebDAV
access for *new* free Hotmail accounts created after that date. Old
accounts created before that policy change date continue to get WebDAV
access. New accounts created after that date must pay to get WebDAV
access.

That's the problem. Installing IE7 kills the ability to access Hotmail.

Did you let it go for too long unused? I think it is about 30 days and
if not used then it becomes disabled. You have something like another
30 or maybe 60 days to relogin (using the webmail interface) to
reactivate it (can't be done via an e-mail client). I have a legacy
Hotmail account and have it checked for new mails about every month plus
I use Hotmail's calendaring feature to send me a reminder to make sure
that I login to keep the account alive.
I also forgot to mention that Hotmail, like Yahoo, will occasionally
shove an intervening security web page in the login process. Once in a
blue moon, logins won't work. You then use their webmail interface and
notice that after logging in that a new web page shows up asking you to
enter in the code shown in a graphic. Once you do that, the login
process will no longer shove in that intervening security page (which
WebDAV is not scripted to handle) and logins will continue to work until
Microsoft decides to shove it in again and so you need to use their
webmail again to get past it (for awhile). I haven't seen this happen
much but then I don't use my Hotmail account too often. I think I've
seen it all of about 4 times in the last year.
