Out of Office Assistant forwarding to hotmail address

We have Exchange running on an SBS 2003 server and use Office 2007. Some
users who travel set their emails to forward to their hotmail addresses.
These work with the exception of the company chairman (so no pressure
there!!), whose forwarding works erratically. I worked through the MFCMAPI
and MDBVU32 tools to clear any corruption. Testing it shows some emails go
through to Hotmail, but it is not consistant. If I change it to forward to
another email address, then it works.

Can anyone suggest what might cause this?

If it works to other addresses 100% of the time but only some of the time to
hotmail, the problem is with hotmail's aggressive filters.

Why is the chairman using hotmail instead of OWA?
