Outlook 2007 Strange Symbols / Characters added

I have about 20 users on a domain and they seem to be receiving emails
that have the punctuation replaced by symbols.

Below is an example of this.

We are all using XP Pro, Office Pro 2007 and Exchange 2003 Server.

Has anybody experienced this or has a fix for it?

What shows up:
I’ll he’ll she’ll we’ll

What it should be:
I'll he'll she'll we'll

See below, I'm still getting weird symbols…

This is a section of the ASB Ordering Guide (see below) and appears to
be on point with what we’ve been trying to get from the GSA SB
GWAC group. They claim that if we fill-out the appropriate form and
email to the email address below they will review the opportunity and
let us know if they feel it’s appropriate for ASB. If someone
would take a stab at the info for the form (Attachment in Ordering
Guide), I’d be glad to send it off. If we don’t hear
from them soon thereafter, I’ll start pounding on doors.

Odd, copy and pasting to this thread fixed the errors on the first two
examples!

You and your senders have different character encodings set.

Is there a way to set everyone's character encoding set in group policy?
These users just upgraded from Office 2003 to Office 2007 so everybody should
be on defaults. Is this common?
