I too have been having this issue for a few weeks now, and no one seems to have a fix. I think I found one. I agree with many of the posts that it is an issue with Yahoo's servers, and not Outlook. What I did is switch from port 25 to 587 for SMTP as outlined here: http://help.yahoo.com/help/us/mail/pop/pop-38.html
It seems to have fixed the problem. Give it a whirl and let me know if it works for you.

I am already using 587 for SMTP. I believe the issue is connecting to the POP3 server...

I've had mine set up that way. Ever since I changed my password it pops that freakin box up.
