I read previous responses to this question, but since its been ~3 months and
the responses did not clearly says "yes" or "no", I figured I'd ask again.
Previous Response to the same question:
"By "a template mail," do you mean a custom form .oft file? Outlook always
inserts the signature at the top of the message, but the behavior for custom
forms has changed recently. See
http://www.outlookcode.com/d/ol2003problems.htm#sp2
"
Sorry about that. The previous response addressed where the form put the
signature. It did not address the question of disabling the signature for
forms, but not new mail messages. Another post you replied to with this
question suggested service packs, which do not solve the issue. So, yes or
no, is it possible to disable signatures for .oft/templates while
simultaneously leaving them on for new mail messages? If yes, please
explain. If no, please just reply with "no".

The NoAutosigOnCustomForms registry value detailed in the KB article at http://support.microsoft.com/?id=840393 affects only published forms, not .oft form template files. Therefore, if you need to avoid signatures on messages created from your form, publish it, rather than using an ..oft file.
Thanks!
