Is there a way to create a rule whereby upon receiving an email in a
specified account, a message is sent to another account notifying me that I
have received an email from the sender?

I know I can have the entire message forwarded to the email account, but I'm
looking for a way (Custom Action, maybe) to use just the sender's address
and subject. TIA.
