I don't see FAVORITES on the top menu of Outlook 2003

There is only FILE,EDIT,GO,TOOLS,ACTIONS,and HELP. The FAVORITES pull down
menu doesn't exist. How do I manually place it there?

Me either.
You can add "Add to favorites" and "Organize Favourites" almost anywhere -
maybe on Web toolbar. Right-click on a toolbar, select "customize", locate
them in commands under favorites and drag them to anywhere.
