How do I make an email that I would send to many different people at many
different times.

For instance, if I wanted to answer a frequently asked question, could I have an
email that I could pull up, give an address, send, and still use at a later time?

Couple of ways I can think off:
1) Fill out the mail as per usual and instead of sending save it as an *.oft
file and then use the File > New > Choose Form.

2) Save the mail to your drafts folder and Forward the message from there.
