In Outlook 2002 and up:
- All POP3 accounts are aggregated under a single message store (i.e., the
default set of folder).
- Each HTTPmail account gets its own message store (so its own folder set).
- Each IMAP account gets its own message store.
You can define rules for POP3 and IMAP accounts but not HTTPmail accounts.

Have you actually tested by sending mails to your POP3 and Hotmail accounts
to see if you get an alert icon or not? Seems a simple test that you could
perform yourself.

Are you leaving Outlook loaded so it can poll your mailbox to notify you of
new mails and so it can show an envelope icon?
Did you check if the option to show an envelope icon is enabled (Tools ->
Options -> Preferences -> Email Options -> Advanced Email Options -> Show an
envelope)?

To the best of my knowledge, neither alerts nor rules can be used for
Hotmail accounts.

Now that you mention it, yep, you are right. Rules don't work for HTTPmail
account (i.e., Hotmail); see http://support.microsoft.com/?id=287778. I
just checked using OL2002 and alerts don't work for HTTPmail accounts,
either. Guess the OP will have to use MSN Messenger if they want alerts
that they have new mails (which then does not require leaving Outlook
running).
