My ISP has blocked port 25 in an effort to reduce spam.
My Outlook 2002 has port 25 as its default SMTP port.
I have entered the correct SMPT address but am still
blocked. Can I change the Port 25 to some other to allow
the outgong mail to go?

No, as this is the port they have cnfigured for you to you use to connect to
their mailserver. Contact your ISP to talk about your options on their
network.

If your ISP offers POP services and an SMTP server to use, and is blocking
the default SMTP port of 25 outbound, they've likely got their server set up
to listen on a different port. Call them for support. If you change your
port setting to something else that doesn't match what their server is
listening on, you won't be able to send mail....hope this helps.
