Sorry...first time I've posted a problem.

I can't see "favourites" in my Outlook 2003 menu bar, and don't know how to
set it up as a shortcut.
Neither can I see an Internet Explorer link on the menu bar.

In short, how do I access my favourite web pages from within Outlook ?

You can't in Outlook 2003 AFAIK...the closest I've come is this:

Add a Web page link to Favorite Folders
