How do I receive HTML emails in Outlook 2007?

I sometimes receive HTML emails as attachments. At other times, they come
through in the body of the email (which is what I prefer). Why would I
sometimes get them one way, and sometimes get them another way? Is there an
Outlook 2007 setting that allows me to set this for all incoming emails?

Are the HTML messages being forwarded to you? If so, that's the choice of
the sender, or just the way his or her mail client handles forwarding
messages.
