Any way to force non-Outlook recipients to Reply to All?

I've seen lots of postings on how to disable the Reply to All, but is there a way to do the opposite if not all of the recipients use Outlook? Can't think of a way, but before I give up on it I thought I'd check!

I want to be able to send out a message (from Outlook), and when the recipient replies, it forces a reply to all.

Any thoughts?

Place a statement at the beginning and end of your message requesting
the reader Reply To All. If they still won't do that then their
message isn't worth reading by all.

Frankly I wouldn't appreciate someone being able to make my e-mail
program do something that intrusive anyway. Even Read Receipts ask if
the recipient would like to send it back to the sender.
