replying to Japanese email

Why can't I reply to an email from a friend in Japan in Outlook? His address
looks pretty normal and as far as I can tell does not have Japanese
characters in it? Any ideas...do I need a Japanese update or something?

And what does THAT mean?
If an error appears, do not describe or paraphrase it. Copy and paste
it, or transcribe it word-for-word for the entire error window.

There is nothing special in replying to email from Japan, but you will
need to enable Windows' Japanese language support if you want to
read/write Japanese characters. You will also need to set the message's
encoding to ISO-2022-JP to successfully transport the message containing
Japanese characters.

However, as the two earlier posts already indicate, what exactly is the
problem - what means "can't"?
