1. On the "File" menu, click "Work Offline".
2. Select or clear the "Prompt me at startup so I may choose to work offline
or online" check box, and then click "OK".
If you clear the check box, Outlook will automatically start offline if a
connection to the server is not available.
3. Click "Yes" to copy the data from the server to your new Offline Folder
file (.ost).
I am unable to find a properties sheet/options tab that contains a "Prompt
me at startup" option. It almost seems to imply that clicking "work offline"
should trigger an option box popup at that point, since there is no mention
of where to find that particular checkbox option...

Rename the OST. (i prefer to do it this way)
Open outlook and re-enable it to allow offline usage.
when you go back in, it will create a new OST file and re-sync.
Tools - Options - Mail Settings - Send/Receive Options - Edit selected
account/group?
The ost file will most likely be in the location i gave before.
