Quick question: For the Out of Office Assisant to work do you have to have 'your' Outlook open or be logged on to the network.

No, but you must be using Exchange as your mail server.

The "Out of Office Assistant" does not appear on the
Tool, Options tree. How do I get this to show up? I
cannot find it anywhere else in Outlook.

If you don't connect to Exchange server then you haven't got it.

The "Out of Office Assistant" is not under the Tools menu,
is there another way to set up an automatic response when
out of the office?

Out of Office Assistant is an available feature only if you connect to
Microsoft Exchange Server as your mail server. If you don't use Exchange
Server, you can use Outlook Rules Wizard or one of the third-party automatic
