I have searched all of the tools and options I can think of and can no place
where the program anticipates that I would ever want to request a receipt for
mail I send. I can find only information about requests for receipts in mail
sent to me.

You didn't say which version of Outlook, but with Outlook
2003, open the message that you are going to send and click
on Options in the toolbar. Place a check in either the
Request a read receipt for this message or Request a
delivery receipt for this message.

Hi,
are you sending your e-mail from an office with exchange server ? If yes,
you can encounter problems, if the source/destination mailserver is working
with different version of Exchange server or is not an exchange server at
all (incompatible)
