Try authenticating to the SMTP (outbound) mail server.

Is the SMTP server on the same domain you use for Internet connectivity?
If not (i.e., you are trying to access an off-domain SMTP server), have
you checked with your ISP if they permit SMTP traffic to traverse their
domain to some off-domain mail server? They may restrict your SMTP
traffic so that it *must* hit one of their SMTP servers and gets blocked
if you try to use an off-domain SMTP server. Some ISPs just block all
SMTP traffic that tries to go off their domain. Some will use
algorithms that will block off-domain SMTP traffic based on volume, so
you might get through a few messages or a message sent to a few
recipients but it gets blocked if you send lots of messages in a short
time or send a message to lots of recipients.
