0x800C013B = This could mean one of your *.dbx files in Outlook Express is
corrupted. If you know where OE is storing these files, I would close OE
and then move them all to a new location. Delete all of them from the
folder OE uses and then start OE. This should give you time to isolate
which *.dbx file is the problem child.

ps - i'm assuming your problems are with Outlook Express and not Microsoft
Outlook. Microsoft Outlook does not use *.dbx files.
