You can remove all your email accounts from Outlook and try telling it not
to be the default mail program. In OL2003, remove the accounts here: Tools
menu > E-mail accounts. Also in OL2003 uncheck the "Make Outlook the default
program for E-mail, Contacts and Calendar" box.
