Why do messages get stuck in the outbox

For the last couple of months I have a problem with messages on Outook2002
getting stuck in the outbox and maybe the next time I launch the software
they will send. It appears they will send whenever they want to send. I
have ran Dectect and Repair numerous times and it does not help. There
doesn't appear to be anything wrong with my ISP since I am able to use
QuickBooks and email invoices using my ISP and those go through just fine and
I am receiving messages just fine. This is getting very frustrating. At this
time I have 5 messages stuck in my outbox and the next time I launch the
software they may suddenly send or it may take rebooting and launching
numerous times. There seems to be no common reason why this keeps happening.
These are all small email messages with no attachments.
