How do I get Tools back into my Microsoft Outlook Toolbar?

I've read the similar question by J. Schneider, 12/21/04, with the reply by
Sue Mosher, which apparently solved the problem. However, I've tried all the
steps that J. Schneider had previously attempted, and I've tried Sue Mosher's
suggestion, but I still cannot restore the Tools back into my toolbar. Tools
is where I have Send/Receive, and that is how I receive new mail. I haven't
been able to receive new mail now, for 2 days. Would appreciate help. Many

Can you get mail if you press F9 (or F5 in older versions)?

What steps did you follow?

Method 1: right click on the toolbar or menu bar and choose customize.
Select the toolbars on the first tab and reset each one.
Method 2: find and delete outcmd.dat it's at C:\Documents and
Settings\username\Application Data\Microsoft\Outlook.

Many, many thanks to you Diane. Your first suggestion (F5) brought up all
the emails I'd been trying to receive. You are extremely helpful, and I've
noted your other suggestions, and books, and will investigate further. In
the meantime, I'm most grateful for your help.
