What does "logging enabled" mean in the window bar of Outlook?

I have recently noticed something that I think is new - in the window bar of
Outlook it now says Microsoft Outlook (logging enabled). I searched help and
the forums but could not find an explanation of what it means for Outlook.

explain what diagnostic logging is used for and where to go to toggle the
feature on/off. (you would want it off unless troubleshooting an issue)
