Outloook Express downloads

Mails to OE are not being downloaded - a box comes up when I click on
"receive" asking for account and p/w which I give but the box appears
again.The error message below is given.
"There was a problem logging onto your mail server. Your Password was
rejected. Account: 'home', Server: 'pop.wanadoo.co.uk', Protocol: POP3,
Server Response: '-ERR [IN-USE] Unable to open maildrop', Port: 110,
Secure(SSL): No, Server Error: 0x800CCC90, Error Number: 0x800CCC92"
I have contacted my server Orange for 3 weeks now - have followed all their
instructions apart from uninstalling & reinstalling OE. They now say they
cannot help & to contact Microsoft. I have looked on the net for solution -
one states that "ERR(IN-USE) unable to open maildrop" relates to problems
with the server. I have checked the error numbers, renamed Inbox.dbx, turned
off firewall (Norton), deleted accounts and redone them. I do not know what
else to do. I open OE before going into the webmail site and check if mails
are being downloaded, twice in the last 3 weeks - once at 5.16pm on 19th Dec
and 2.40pm on 28th Dec they were downloaded without a problem but that is
all.
Can Microsoft help? Is it the Server? Should I get another server, another
e-mail account, another p/w (these work perfectly logging on to the net and
my orange webmail site). I have XP pro (brand new system in May '06), Norton
2006 (May'06) and am on Orange Anytime. I can send mails from OE.

You should contact whoever (ISP?) and report the "In use" error to them.
Basically they need to access your mailbox and delete a lock file on the
mailbox. Once they do this, your mail client will be able to retrieve the
messages.

At one point they asked me for all security details and said they would be
able to sort this problem and then when I wrote again they said they couldn't
do anything - I will e-mail them again and quote your comments. Thank you.
If this doesn't work - do you suggest my changing the server?

If the ISP is being difficult in fixing what I think is a simple pop3
mailbox problem, yes.
