I have been using MSN for Email.
I also use Microsoft OUTLOOK.
Can I access the MSN Emails stored in "folders on your computer" whilst
using OUTLOOK?

Not directly but a subscription to one of the MSN services that includes the
Outlook Connector will allow you to access any existing MSN messages on the
server or any new messages.
