Move the attachment to your Draft folder first. Then open it from the Drafts
folder and you the Send button will become active.

Brilliant. Thank you. Now why didn't I think of that??? ;)

Seems to me this is a work around for a problem rather than expected
behaviour but at least someone has a response.

Or you can just forward the email.

1. You receive and e-mail that has an attached e-mail message.
2. Open the attached e-mail message by double-clicking it's icon located in
the Attached: text box.
3. Forward the message by clicking the Forward button or pressing Ctrl+F.

You can now send the message.
