creating an undisclosed-recipient contact list for email

if anyone knows how to create an undisclosed-recipient list to be sent via
email, can you please let me know. i know that this feature is different
from sending the message as a bcc. i need to have undisclosed-recipient show
up on the 'to' line and when the recipients receive the email, it will say
"to: undisclosed-recipients."

There is no such thing. Whether a Distribution List is hidden or not is not
a property of the DL.
That's what the BCC field is for.
