Email Messages Grunges Outlook

email from a particular person and tries to reply, they get the following set
of dialog boxes:

Microsoft Word is set to be your email editor. However, Word is
unavailable, not installed, or is not the same version as Outlook. The
Outlook email editor will be used instead.

One or more ActiveX controls could not be displayed because either:
1. Your current security settings prevent running ActiveX controls on this
page, or
2. You have blocked a publisher of one of the controls.
As a result the page may not display correctly.

The Outlook email editor then comes up after the user clicks "OK" to these
dialogs.
We find that when we go to Outlook>Tools>Options>Mail Format that the "Use
Word 2003 as Email Editor" has been unchecked.
What in the email messages could be causing this? How may I prevent or fix
it?
