Every rule has three parts: the condition, the action, and the exception,
with each part being optional under some conditions. Click Tools>Rules and
Alerts. You'll see your list of rules. Select a rule with the icon and
examine the "Rule description" pane in the lower half of the dialogue.
You'll see the conditions, actions, and exceptions there.

You turn it on or off, depending on whether you need it or not. Adding
"stop processing" turns the icon on. There may be other actions that cause
that icon to display as well. I haven't gone through every action to find
out.

Like I said, there may be several actions that add the icon to the rule.
It's just an indication that the rule will perform some action. Tools do
work. That's why the rule has the icon: it will perform some work.
