Ok, I'm not a rocket scientist but every time I write an email in Outlook
2007 and use a comma, the Grammer check says I should use a semi-colon. Here
is an example;

"They HAVE to go outside regardless of the temperature, the only time they
stay in is if it is snowing heavy or raining."

Is there a setting I'm missing or something?

You're not missing anything. A semi-colon or a period, not a comma, is the appropriate punctuation to separate two clauses that each can stand on its own as a sentence.

All-righty-then. I guess I'm showing how bad my grammer is. One strange
thing though, I tried it in Word 2007 and it didn't pick it up.

Thank you,
Heidi (hanging head in embarrassment)

I don't give any grammar checker much credit. I usually turn it off or ignore it.

But don't they say that starting a sentence with any conjunction is
ungrammatical?

"They" changed their mind.
