Unable to send or recieve Outlook 2003.

I recently started connecting to internet though a proxy server IP address
with port 8080 through the Internet explorer lan settings. Since then I am
unable to send or receive messages in Outlook 2003. I get error code unable
to logon on to the outgoing or incoming servers. I changed the email accounts
to connect by LAN connection. I use the same settings I use with Dial-up ISP
ATT and can still download with the Outlook email client as before. I have
tried every combination of check boxes in the change Email accounts program
but cannot connect. I turned off email virus scanning and disabled my
firewall still the same error 0x800CC0F the connection to the server was
interrupted? If I test the settings the network connects the incoming and
outgoing servers are found but the logon on to both servers does not occur
therein lies the problem...if i ping the SMTP and POP servers the ping times
out and does not connect. Any Ideas I am frustrated by trying to make a

Did you have to start using a proxy server because of a company policy? If
yes, there is a strong chance that the site has implemented a firewall (or
proxy settings) prohibit staff from collecting mail. You might want to
check with the network support staff to see if the will allow employees to
do pop3/smtp.

For what its work, internet explorer proxy settings don't effect pop3/smtp.
It sounds like the place you connect from has implemented some devices on
the network that block certain types of activity (e.g. checking mail at
AT&T)

I start using the lan for speed, My IT expert claims he downloads his mail
and that there is no block on port I contacted attglobal and the claim
should work so far everyone is baffled? I will keep trying thanks for the
advice. I agree the problem is in the connection process since if I test send
and recieve i get error 0x800CCoF the connection to the server was
interrupted on all accounts sending and revcieving.

Try turning on diagnosing logging or open a command prompt and do a
netstat -a when Outlook starts a send/receive. Check the lines netstat puts
out and see if one has "SYN_SENT" after it. (This means a device is
blocking your connection attempt.)

Diagnostic logging is turned on via Tools | Options | Other | Advanced
Options.

Last but not least, if you have antivirus software installed that can scan
POP3 email as it is downloaded, you should disable that feature if possible.
Many antivirus products that proxy the call between Outlook and the mail
server cause timeout issues.

I checked netstat no syn_sent entries there were some time wait entries. I
turned off Email scanning in and out on Norton Antivirus now I get
0x80042108 error Outlook is unable to connect to POP3 or SMTP servers. Of
note is I can download wtih Outlook on dial-up with Email Scanning active and
no problems. I have email in to ATT and my IT person but so far no one found
solution. Thanks for all your help.

After disabling POP3 scanning, go into Outlook and double check your account
settings to make sure the POP3/SMTP server names are right.
