How do I change the email settings to allow the attachemt to be sent

When you forward an email with an attachment in it, the attachment is
automatically included. If you're replying, I don't know why you want to
include the attachment since it's assumed the recipient you're replying to
already has a copy since they sent it to you in the first place.
