Calendar appearance of Events vs Appointments is different

In Outlook 2003 an appointment appears as text showing the start time and
truncated subject. Hovering the pointer over it's right-hand end causes a
popup showing start and end time and the full subject and location. Just
what I want! But...

...an All Day Event appears as text in a black-outlined box (with a white
background if no label is selected). The text can be scrolled horizontally
but hovering the pointer over it produces no popup. Which is a PITA in my
opinion!

1. Is this by intent or have I set it up weirdly?
2. Is the only solution to not use All Day Events?
3. Am I the only one to be bugged by this?

1. It's how it works.
2. Yes.
3. This is the first complaint I've seen, so perhaps you are the only one
bugged by it. Or maybe Microsoft got all the complaints - popups do work on
all day events in 2007.
