I logged into User B outlook and confirmed the delegate permsions as well as
the folder permsions on the Contacts folder.
I want to be able to expand the mailbox and select the contacts folder. What
permissions do I need to assign to do this.

If the contacts folder is the user B's default contacts folder. I recommend you to open the contacts folder directly by the following
steps.
1. On the user A's computer, in Outlook, click File >Open > Other user's folder.
2. Choose the folder type as Contacts, click Name, type in the User B's name to open it.
If you would like to open the User B's mailbox, refer to Neo's suggestion. Following is the detail steps.
1. On the user B's computer, in Outlook, right click the mailbox folder > choose Properties.
2. In the Permissions tab, click Add to add user A.
3. Change the permission level as Reviewer or others (not None). Click OK.
4. On the user A's computer, try to open User B's mailbox folder. What is the result?
