Outlook - Cannot copy this folder as it may contain private items.

I have given user A permissions as an Editor on user B's email folders. They
can see the user B's folders in the Folder list and can see the emails. When
I try to copy the folder (ie Sub Folder1) from user B to user A I get the
above error message.

This is because you haven't given user A permissions to show Private Items.
You can set this permissions by going to Tools-> Options-> tab Delegates
