If you want to change the view for all folder you can do this through Define
Views...
To reset all custom views (also to clear possible corruption) you can start
Outlook with the /cleanviews switch
Start-> Run; outlook.exe /cleanviews

My prefernces in "Custom Views" are not being saved. These settings have
worked for over a year, but now each time I sent them, they will not save.

Example 1: "Automatic Formating" > settings for Font to 'red'.
Example 2: "Other Settings" > Reading Pane = Off.

Once I set these parameters, they work, but as soon as I leave the view or
exit Outlook and return, the settings go back to default.

Since this used to work, I'm assuming a corrupt file that holds these
setting.
