To my understanding that any problems regarding the size of emails are
related to the mail server and outlook 2003 and outlook express are basically
idential in terms of email functionalities. Please Correct me on this if I'm
wrong.
And I also heard that Outlook 2003 will be the last version of Office
outlook and there will not be any more new verions to be made. Any comments
on this please?

2) Outlook 2003 has a broader support for account types and has (among
others) much more composing options. Can you be a bit more specific in why
you asking this?
3) Haha, definitely not true. Outlook 12 is coming along nicely. It should
be there halfway 2006. Outlook Express is also still in development. Don't
know if anything is done at it for Internet Explorer 7 (first beta will
start this summer) but there is definitely some development done for it for
the next release of Windows.
